I think this looks like waves of sheep wool. If layers of this were piled together and tightly sewn together it would look good.
After finding pictures on Pinterest a lot of people used felt to make sheep. I have done felting before I wanted to find something different and I came across this on Youtube.
I tried making the balls and don't think they look very much like sheep wool sewn together.
Looking back at sheep wool pictures I thought it looked more like strips and instead of rounding the felt and squashed it into this shape. I think this works much better and is the technique I'm going to use for the sheep.
